Certificate appointing Maggie L. Walker to the board of directors of the "Negro Collaborators" of the Virginia War History Commission. During the Jim Crow Era, in the segregated South, African Americans could not join white community organizations. Special groups like this were created to appease the black elite with "separate, but equal" opportunities.
